CHANGE-OVER TO THE PRESIDENTIAL SYSTEM

O late, there has been a debate on substituting the cabinet form of Government with the Presidential type. A debate on the type of Government is to be welcomed since it can by pointing to the weak spots in the functioning of the present system lead to the creation of sound conventions. No convincing case, however, has been made out for a change of the system and the cabinet form has clearly not failed.
